A delegation from the Tony Blair Institute for Global Change visited Lutsk to learn more about the city’s growing creative landscape. The Institute — founded by former UK Prime Minister Tony Blair — is one of the world’s leading policy and advisory organisations.
It works across continents, helping governments introduce modern approaches to economic development, cultural growth, and the transformation of urban spaces.
The Institute’s approach is holistic: from studying local practices to shaping systemic, long-term solutions. That’s why Lutsk became an important destination on their map — here, the Algorythm NGO platform is building a genuine ecosystem of creative institutions rather than isolated initiatives.

What projects did the international experts see?
Abo Abo center for the development of creative industries
Abo Abo is the first creative industries hub in Volyn. Located in the heart of Lutsk, it brings together people from business, the arts, and the civic sector. The centre will feature an event space, a shelter, a startup ecosystem, an exhibition hall, a theatre, a literature house, a café, and a podcast studio — all under one roof. It is designed to help attract investment to the region and strengthen its international visibility.
Luchanka
One of the creative hubs that Algorythm NGO is developing across the city. Once a historic mill and later a footwear factory, the building now serves as commercial premises. After revitalisation, Luchanka will become a home for creativity and collaboration across creative fields.
Lutsk Science Park
A future hub for engineers, roboticists, and researchers — a place to learn, experiment, and build new inventions together. The revitalisation of the former Ukrtelecom building has just begun. The first stage will include an open space for robotics education and competitions.
After touring the sites, Algorythm NGO presented its broader vision for the city’s creative hubs ecosystem— the principles behind it, the research that inspired it, and the long-term impact it aims to generate for Lutsk.
